Philip Hammond says anti-HS2 lobby winning

Today it was stated in the Birmingham Post that the anti-HS2 campaign efforts were threatening to derail the whole HS2 project. He stated that submissions to the consultation have been predominantly against, and that unless this changed the project was at risk of being scrapped.
